KAARSTOE:
Bill of Lading figures - vapour return C3 at Kårstø Gas Plant.
Please be advised that the Kårstø Gas Plant will change its routines related to vapour return during loading of C3.
From now on the Bill of Lading figures will not be adjusted according to metered vapour return.
It will, however, still be possible to connect to the vapour return system during loading. Ref is made to the Harbour Regulations Handbook Article 3.11.
We have experienced that very few vessels actually use this service, and only occationally.
The Gas Plant find this new arrangement to be Largely cost saving.

Minimum loading rates, fully pressurised vessels:
Startup rate min. 100 m3/hr, average rate 200m3/hr, max. 24 hrs loading time.
Letter from Harbour Master at Kårstø Gas Terminal:
- To whom it may concern -
As you may be aware of, Kårstø Gas plant have started to collect VOC emissions from vessels loading condensate.
The emissions are led to a socalled oxidizer and brunt. This will affect your loading in the following way:
As a tank is filled, the GCV (gross calorific value) of the vapour in the tank will rise. This will be almost pure inert gas. This will cause trouble in the oxidizer, it will trip, and the loading time will be prolonged.
It is therefore mandatory that when changing tanks you open for the new tank well in advance before the other tank is full.
In this way we get a more even GCV in the vapour.

CONFIRM SWL STRENGTH ON BOLLARD AND FAIRLEAD TO BE USED FOR ESCORTING TUG
As from January 1st, 2006, the terminal will comply to OCIFM's
"Recommodations for ship's fittings for use of tugs" with regard to "Escorting operations".
For vessels
- up to 50000 DWT: SWL of bollard/fairlead min. 100 tons.
- over 50000 DWT: SWL of bollard/farilead min. 200 tons.
- not complying to theses requirements, one extra tug will be used for escorting.

New procedure in Pre-Arrival information to ships in force from 24 Apr 2008
PLEASE STATE LEVEL OF H2S IN CARGO TANKS AND/OR OTHER COMPARTEMENTS NOT CONTAINING BUNKERS.
STATE LEVEL BOTH IN VAPOUR SPACE AND IN LIQUIDS IF ACTUAL.
REQUIREMENTS LOADED VESSEL:
IF H2S LEVEL IN VAPOUR SPACE EXCEEDS 10 PPM AND/OR 0,1 PPM IN LIQUID, SPECIAL PRECATIONS TO BE TAKEN PRIOR TO BERTHING, TERMINAL WILL KEEP VESSEL INFORMED.
IN BALLAST/PARTLY LOADED:
FOR BERTHING MAX. 10 PPM ACCEPTED IN COMPARTEMENTS NOT CONTAINING CARGO OR BUNKERS.
